Medicare OEP Agent Checklist

Review and Prepare

  • Familiarize yourself with CMS OEP compliance rules, especially regarding unsolicited contact and plan change restrictions.
  • Prepare neutral, educational materials that focus on coverage options without suggesting plan changes.
  • Update all client records, ensuring contact information and coverage details are accurate and up-to-date.

Educate Clients

  • Inform clients during AEP about the OEP period (January 1 - March 31) and what it allows.
  • Emphasize that OEP is for plan adjustments if their current coverage doesn’t meet their needs.

Maintain Compliance in Communications

  • Send a general OEP reminder inviting clients to reach out with questions about their coverage.
  • Avoid all unsolicited outreach (calls, emails, messages) encouraging clients to switch plans during OEP.
  • Keep social media messaging educational, avoiding direct promotion of plan changes.

Assist Clients Proactively

  • Provide a Medicare coverage review checklist to help clients assess if their current plan meets their needs (without suggesting a change).
  • Document every client-initiated interaction with date, time, and details.
  • If discussing a plan change at the client’s request, offer unbiased information about all potential options, including benefits and trade-offs.

Stay Updated on 2024 Medicare Changes

  • Update your knowledge on Medicare plan changes, coverage updates, and cost adjustments.
  • Be prepared to answer questions accurately and without suggesting specific plan changes.

Utilize FMO Resources

  • Reach out to your FMO for CMS-approved marketing materials, training, or compliance resources.
  • Keep up with best practices and leverage additional resources to support compliant OEP interactions.

Focus on Relationship Building

  • During OEP, focus on strengthening client relationships, being available for questions and support.
  • Show clients your commitment to their well-being, regardless of their decision on plan changes.

This checklist will help you support your clients through OEP while staying fully compliant and strengthening relationships for long-term success.
